Rules and Regs on fly overs?
I will soon be getting my PPL and want to do a fly over my schools football game. My school is in class C airspace of Colorado Springs,CO. Is there some permit or way that I can make that flight? FAR 91.905 has a list of waivers, even for 91.119 but how could I get one of these waivers?

FAR 91.119 says "Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes: ... (b) Over...any open air assembly of persons, an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2000 feet of the aircraft." So, in short, no you may not "buzz" your high school football game. You may fly over it, provided you are at least 1000' above any buildings, lights, bleachers, scoreboard, etc. that you are flying over. As far as being in a Class C, you may request to orbit over a certain area, and it will typically be granted unless you'll be circling in an arrival route or traffic pattern area. You won't be getting any waiver from the FAA to do what you want to be doing, and if you do it, it will be a good way to lose your new certificate. Edit: Read 91.103b if you're serious about trying to get this waiver. Call the local FSDO and fill out the form and submit it if they even let you. The FAA is NOT going to grant a waiver to let a new private pilot buzz his high school's football game. The waivers for 91.119 are typically for airshow performances so that aerobatic aircraft can operate near the ground and close the the crowds and those pilots need to demonstrate they can do that safely to an FAA representative.
